You will be able to fit those lures, especially if you put them in the corner pockets and let them breathe on the sides. I have the bag, very good bang for the buck.

What are the outside dimensions of the bag, and what are the dimensions of the whole of the insert? Is the bag made of heavy, durable material?

The product dimensions are in the description. I dont know the inside dimensions but the slits take up the whole inside and accomidates medium to large plugs easily. The material is strong and durable and the strap is adjustable and long

Can you fit 9 inch magic swimmers in the bag?

Yes, its a bit of a tight fit, but the top of the bag is flexible and I fit them with no problem. Tight lines.

Is the strap replaceable ? I read in the reviews strap is too short to sling over head and shoulder. I am thinking of replacing it with longer strap.

One side of the strap is sewn to the bag it would need to be cut and a longer strap would need to be sown on the other side has a spring clip
