Does anyone know if the 'powdered cleaner" container is plastic, or, paperboard like their play food? I'm thinking this might end up in the bathtub!

It's paper with like a plastic wrapper. Probably wouldn't survive the bath tub

Is this bpa and phthalate free?

Not sure. But there is nothing here to drink from. The sponge and cloth are for wiping. There a squigee with a plastic handle and a spray bottle. The directions say.not to use with real chemicals.

Does the spray bottle actually spray??

Yes! Everything is fully functional.the spray bottle can be set to 'spray' or 'stream' and has an 'off' option just like the real thing. The yellow bottle I like to fill with dish soap and water and shake it up, and there is a small small hole in the middle and suds come out. My daughter really gets a kick out of this toy, one of her favorites.
