Are these watercolor? Or can they be reconstituted?

Yes, they can be reconstituted. Though, when my set dried out pretty hard (the cover is poorly designed and not air tight) I no longer have the nice jelly consistancy and it works only for small paintings. Buy this set for practice...if you want to make larger paintings or want true gouache consistency after 8 months, buy more expensive artist gouache.

Is the jelly cup resealable?

No, but the whole palette is airtight when it is closed so you don't have to worry about the gouache drying out. If you are using the palette for long periods of time, it is best to use a water spray bottle and keep the jelly cups lightly misted.

Does it come with brushes?

I just received the 24 set and it came with the 3 brushes in the photo, (June 2021), a flat a round and filbert? not sure of the exact sizes, I think the round is about a 6 or an 8. Hope this helps
