why do these keep fluctuating in price?

Manufacturing costs due to electrical energy costs and the cost of getting supplies IE shipping cost for the basic ingredients changing.

Do I get free delivery if I sign up for a subscription ?

If you are a Prime member, as long as you are using a "Prime Vender", it should be free delivery every month. Keep in mind that a subscription does not necessarily lock down the price. Monthly, prices could fluctuate depending on supply and demand.

How can Samsclub sell these for $13.08 ?

Every seller can put whatever price they want on them once they figure out the "final Initial cost to profit" ratio they want to charge.
