Can therse be used as tiddly winks?

Definitely. They are very comparable to tiddly winks sets I purchased a while back. When first opening these, that was my first thought. . . so I tried them & they worked very well in that way.

12V batteries required?

No, they are just old school bingo chips. Round colored plastic to be used for games or counting activities.
