can it fit a batman in side?

Yes. It should fit most of the 6 inch figures.

Are the guns orange or black?

The guns on the one I received were orange.

Would this make a good cake topper? I'm trying to find a car and figure that would sit well on a sheet cake.

I think it would be fine for a sheet cake topping and you have a nice toy after the party is over. It is about 6" long but not too big for a sheet cake.

It os metal or plastic?

I bought this for my grandson so long ago that I don't remember if it's plastic or metal, my bet would be plastic though.
