Is this any different than denture cleaner?

I can only answer this as yes but I don’t know why - my appliance dentist for retainer and sleep apnea retainer was specifically clear not to use denture cleaner for retainers - I’m not sure if this would work for dentures but it’s fantastic for retainers - drop in no more than 15 minutes (I set a timer for 13 minutes) and it works great!

My orthodontist gave me samples under snow instructions how long are you supposed to soak them? And how often

It is not recommended that any retainer containing metal, like a Hawley-style retainer, be left for more than 15 minutes as that can damage the retainer. If it has no metal, your instructions may differ. I think the box also says 15 min is sufficient.

has the company switched back to the old packaging? It appears to be the same as when I first purchased the product.

The packaging is back to purple design. Please in mind that generic denture tablets (or any denture tablets) are not specifically pH-balanced for a retainer or Invisalign cleaning and may harm your dental appliance. Retainer Brite is specifically formulated not to damage your dental appliance.
