can i use this with the dolphin emulator?

Yes you can use this with the Dolphin emulator. This unit uses usb to power itself so you can either plug it directly into your desktop or into any modern television (typically TV's have a USB port on the back with the rest of the I/O). The sensor only needs to be powered so you could also use an adapter and plug it straight into the wall.

It does, you can even plug in the usb cable into a usb power adapter and it will work, as you mentioned it's just a light, usb is just used for power.
