No, this take the large 14oz cartridges.

The bullet description says it's good for 10,000 psi, but the bottom description says only 4500 psi. What pressure rating is correct?

The hose is only good for 4500 PSI. If I needed anywhere near 4500 PSI, I would replace the Zerk fitting.
