Hello, can this be mixed with Portland cement since its a concentrate or should it just be mixed with water and be used as is?

Just mix with water and use as is, it has some Portland Cement in it already!

Can this be applied on top of hydraulic cement?

No, the concrete must have an open capillary system in order for the Concentrate to to enter the pores and do it's job, therefore there can be no previous coatings, paints or laitance on the surface.

Coverage is 1lb per 6sqft. Is that after mixing with water or dry mix?

At that application rate 1lb powder mixed with appropriate amount of water will cover 6 sq. ft. For estimation purposes the total square footage to be covered divided by 6 will approximate the pounds of material necessary for the project.
