Is the filter truly a hepa filter?

The one I received did not have a hepa filter. I chose to order one separately to avoid any wait time.

Do you need to use a bag when using it to vacuum?

There are no bags. There is a pleated canister filter to be used when vacuuming dry material and a "foam" filter to be used when vacuuming liquids.

How do you empty the tank of water? Can it be done using the hose, or do I have to pick it up?

I pick it up and dump the water,never tried to use the hose

Will clean up dry wall?

Yes... I use it for cleaning up the very fine dust from my wood furnace... I use the paper cannister filter, advertised as a HEPA filter, the main reason I narrowed my choices... of the shop vacs with HEPA filters, this impressed me the most... love this vac! Just clean it so the filter doesn't get plugged... I use a soft bristle brush, outside... compressed air is a bonus if you have it.
