Is this made in the usa

No. but a very good knife nonetheless. It is very worth getting.

Can sheath be set up for scout carry?

The sheath it comes with is not configurable at all, so it is primarily set up for right handed hip carry. The full size version of this knife has a configurable sheath that you can set up for different carry options.

Is this still made in China, as of July 2022?

I think it is made in China but it's ok considering the price.
