Hi, size XS can fit 5'10 of height, so there's no problem.

Can you see through these and are they long enough to cover the ankle?

They are lighter but however enough thick to see through a bit only on the knee when it is bent

i usually wear compression socks and leggings for varicose veins, can this leggings help me with that?

These are compression tights/hose. They're not as warm as socks/tights- they're truly like compression hose. I like mine.
