Can I submerge these blocks in water? Can I use them as a bath toy?

yes, I think you would be able to use them as a bath toy. They resemble a cookie cutter on the back side so there would be no mold and would dry well.

Are they all chemical & bpa free?

They are plastic. I would contact the manufacturer via their website to find out.

Why does the packaging say "Do not submerge in water"? Are these not made of hard plastic?

That’s interesting, they are made of hard plastic.

Where are these made? are they bpa-free?
