Would this fit two cell phones and maybe one wallet in it?

Two regular size cell phones would fit, one on top of the other. To get a wallet in with these it would have to be small, more like a man's wallet - but not full of stuff :)

Is the chain also locked or opened through the code?

First it is a cable not a chain. The code does not release the cable. Once the box is opened a release lever is exposed that can be operated each way to release each end of the cable individually.
