How to separate the cylinder from the old seat mechanism? I try to pull it very hard. But it won't budge.

The best was is to replace both the cylinder and the tilt mechanism. they are both cheaper then buying a replacement chair. after time the cylinder welds itself to the seat mechanism, either way you can't remove it or you'll damage the seat mechanism. Just better to replace, cheaper if you buy both separate.

Does it come with screws?

Mine didn't. The device is designed to replace a broken existing unit which will already have screws.
