Do i need to mix this developer with anything? I used it and it literally did nothing to my black hair.

Developer is added to the color product to activate the product that you want to use on your hair . It is not used as a standalone product.

Does it lift the color off dark, dark brown hair to at least a light brown?

Yes. I have dark brown hair and even after using conditioner to dilute it to 30 volume it lightened my hair to yellow.
