Yes. It is bivolt, 110V and 220V.

Does this machine have the camera in it?

Yes it does, but I've never figured out how to use it. Their instructions are slim but I've always gotten an answer from customer service. I just never bothered to ask about the camera.

There are two, one that just recharges and another that self empties. Go to the Ecovacs website and see the two.

Can you use it for just the vacuum

Yes. This is how I use mine. Lots of rugs and carpet. Just remove the mopping part on the back and it vacuums like normal.
