How do I make the bird feeder and water bowl a 2 tier?

Not a great idea! Keep them separate so the bird food doesn't get in the water or the water in the bird seed,so it won't get fungus that can kill the birds! 2 hangers come with it,so hang them side by side,or like I do,on separate branches on my tree!

Do you think it is sturdy enough for a balcony?

Definitely yes it's sturdy enough for a balcony. It gets pretty windy around here and it has stood the winds. My biggest problem is the large crows dumping the seed to the ground to make it easier for them to feed.

How do you turn it into the two tier feeder?

I didn't turn it into a two layer feeder. I hung the water basin on a different limb of the tree above and to the right of the feeder. The birds are very grateful to have the water so close by!

Does this came with the S hook and the chains?

Yes, the triple chains with good sized hooks are included. They are small but perfect for feeding mealworms! And the other is working well as a hummingbird feeder holder. I like to set in water so ants can’t get to nectar.
