Is the Horrible chemical smell harmful to fish ? Hands even smell after just picking it up

all types of plastic give off some odor temporarily , I wouldn't worry about it but if you leave it out in the sun I'm sure they will dissipate. I didn't have any problems with using it right out of the box.

Is this tubing flexible enough to use as a liner in a leaking 1 1/2 inch pvc pipe? it would have to pass through two 90 degree angles without breaking

I highly doubt it, but I haven't tried anything like that with the tubing. It certainly does not fold over on itself when I have it coming from a junction vertically and arching over 180 degrees with no support. Creates about a 2 ft arc.

What is the best tool to cut it with? Utility knife didn't make a straight cut in my experience.

If you cut the spiral plastic first with side cutters or something similar, then finish the cut with a razor you can get a straighter cut.
