No these are not cellulose nitrate. The International Table Tennis Federation changed the specifications for table tennis balls to be made from a less flammable (as nitrocellulose) plastic. Any ball marked "40+" are the new specifications. You might be able to still find the old 40mm or even 38mm that are still made of cellulose nitrate.

Why the letters on the balls are not Regail like the ones I bought before?

I don't know. Does it really matter.

Do they work for cats to play with?

We have been very satisfied with these ping pong balls. If you have used other ping pong balls for cats to play with then I have to believe these would also work. We do not have any cats and have not been able to convince our dogs to play with these. Good Luck!
