do these work to control barking?

No. These are for reward based training only. Youtube has some great videos in regards to using clicker with dogs. Best of luck with the barking issue, our good boy has taken to barking excessively, it is not pleasant. I am hoping working with him on communication and rewards based training he will start to understand my better and stop with a simple “no” but that takes a lot of work. If you want a simple solution there are always shock collars, some with options other than schooling, like beep/pitch sound solutions.

Has anyone used these to keep a dog from jumping etc.?

I have used for my dog that is blind to help back in.. use your knee put up when your dog is jumping up that's how my trainer said for our puppy

Will this work to train cats from getting on countertops, trash cans, etc.?

Spray bottles absolutely 100% work for training cats not to jump up on things. That’s how I have trained all three of my cats. They are smart creatures. If they do happen to be doing something naughty, I say their name and show them the spray bottle and they stop and run away.
