Can it run minecraft at 60fps

For better FPS you got several ways to boost FPS, solid state drives, higher frequency ram, ie 1,800+ works good in that regard if your motherboard supports more than 1,600. GPU is a big factor, example anything above a RX 580 or a GeForce GTX 1070 and a old FX9590 becomes bottle necked

Is the keyboard backlit?

YES. The latest "improved" keyboard is actually backlit. The older model, was not. Make sure you're buying the "New and Improved" version of the keyboard. Every single key, lights up very bright, unlike non backlit keyboards out there, that only have lights sporadically placed throughout the board.

can the mouse and keyboard be plugged into a 3.0 usb port and work

Mine set was plugged into 3.0 with no issue temporarily. There’s no benefit to it so if you can use any lower speed port, I would recommend that.
