Will they change color if i spray a coat of clear lacquer over it

I disagree with the common internet belief that most professionals do not spray fixative on their work. You have to learn how to make it work for you and the masters have been using fixative one type of another for a very very long time. Not everything has to be framed and on paper, don’t let other artist limit your creativity.

Who makes Colour Block soft pastels and where are they made?

I don’t know the answer to your specific question, but maybe this will help. This has been my second purchase of a set of soft pastels. The first was a more expensive set by a manufacturer beginning with an “R”. They are by no means the most expensive, which I think is French. But they were softer, a quality that really mattered to me.
