What determines size needed ...bottom or top width?

It’s a package full of various sizes, I just grab one big enough to cushion. There is also so many I will at times use several in one pan. But I guess to answer it’s the bottom width, however to work it needs to cover the bottom and come up the sides to fully protect your pan so both matter.

Should I order the same size as the pan I'm protecting or a larger size?

I ordered a set of different sizes. The large ones are great for 10” plus pan sizes. But I’ve used smaller sized ones on large pans and they work just as well. I would recommend the variety sized pack. I also use them to protect my large glass bowls. They work very well!

Are they in compliance with California prop 65?

I personally wouldn’t wash them. But if you did I would wash in washer on cold and hang to dry.
