Are these made in China?

I’m not totally sure. They are made by Lighting ever (subsidy of Home Ever). They have a ‘registered address’ in Los Vegas, but the english grammer on their web site might indicate they are off shore.

Can you set these lights to just "ON" and ever blink?

Absolutely. That is how I use mine. Only small problem is if they lose power (electricity goes out, etc) they revert to 1st setting, which is rotating flash options, I now know that 7 clicks takes me to steady :) I have 2 sets. I have had the first on my back deck for 2 years. The only lights I can put there that the squirrels will not destroy.
